In 2008, a British motorist was killed and six others injured when kids (12-14 year olds) threw rocks at the road. It is quite possible that the British legal system just shrugged its collective shoulders and allowed these kids to continue to throw rocks and kill more people. It's certainly what MP Shah wants Israel to do.

During a parliamentary debate on child detainees and prisoners in the Palestinian territories, Naz Shah claimed it was “absolutely unacceptable” to arrest children.
She said the Israeli government had provided no evidence of Israeli children being killed or injured by Palestinian minors protesting in the West Bank.
